Dear Madam/Sir,
  1. The Directorate General of Foreign Trade (DGFT) published following:

    • Public Notice No. 75/2015-20 dated 25 February, 2019 (Click Here) - Mundra Port is included as seventh sea port where PSIC is not required in case of metallic scrap imported from safe countries/regions. With this, total number of sea ports for import of metallic scrap under para 2.54 is increased from 14 to 15.

    • Public Notice No. 76/2015-20 dated 26 February, 2019 (Click Here) - Certain corrections have been done in the Appendix 3B, Table 2 to align/harmonize it with the ITC - HS 2017 which was notified vide Public notice 61 dated 07.03.2017.

    • Policy Circular No. 20/2015-20 dated 22 February, 2019 (Click Here) clarifying about the eligibility of exports made from Special Economic Zone (SEZ) / Export Oriented Unit (EOU) units on behalf of the Domestic Tariff Area (DTA) units. In this regard, either SEZ / EOU unit or DTA unit and not both can claim the benefits under Merchandise Exports from India Scheme (MEIS) benefits. It further clarified that above eligibility is applicable to only those cases where goods are produced by the EOU/SEZ unit and are exported directly to the foreign consumer, with the name of the DTA.

  3. The Reserve Bank of India (RBI) has issued Circular no. FIDD.CO.MSME.BC.No.14/06.02.031/2018-19 dated 21 February, 2019 (Click Here) related to Interest Subvention Scheme for MSMEs. This circular pertaining salient features and operational guidelines for implementation of the captioned scheme, was released by the Ministry of Micro, Small and Medium Enterprises (MSME), Government of India.

  5. Bangladesh office of Chief Controller of Imports and Exports published public announcement to import second hand clothes for the Fiscal Year 2018-2019 dated 26 February, 2019 (Click Here).

  6. Laos Ministry of Posts, Telecommunication and Communications updated list of ITU-TCO 1504 / HK, dated 27 February, 2019 (Click Here). The list of imported IT equipment comprises two types of equipment requiring import licenses and prohibited items.

  7. Thailand Board of Directors published Issue 1 (BE 2521) dated 22 February, 2019 (Click Here) in accordance with the National Standards Act BE 2551 regarding the national standard of inspection and certification.

  8. Hong Kong has published updated version of Ozone Layer Protection (Products Containing Scheduled Substances) (Import Banning) Regulation (Click Here) on 25 February, 2019.

  9. Mexico’s Federal Commission for the Protection Against Sanitary Risk (COFEPRIS) published an amendment to Annex I: Additives with various functional classes and with an established IDA dated 19 February, 2019 (Click Here) of its food additive regulations.
