The Directorate General of Foreign Trade (DGFT) published following:

The Central Board of Indirect Taxes and Customs (CBIC) has published following:
- Notification No. 4/2019 dated 7 February, 2019 (Click Here) seeking to amend Notification No. 08/2016- customs dated the 5th February 2016 to allow temporary importation of aircrafts, for the purposes of participation in Aero Show organised by the Central Government, without furnishing a bank guarantee or cash deposit.
- Notification No. 09/2019 - Customs (N.T.) dated 7 February, 2019 (Click Here) regarding exchange rate of foreign currency against Indian rupee.
- Notification No. 7/2019-Customs (ADD) dated 7 February, 2019 (Click Here) imposing definitive anti-dumping duty on imports of "Non-Plasticized Industrial Grade Nitrocellulose Damped in Isopropyl Alcohol having Nitrogen content in the range of 10.7% to 12.2%" originating in or exported from Brazil, Indonesia and Thailand.

- Notification No. 8/2019 – Central Tax dated 8 February, 2019 (Click Here) extended last date for Filing GSTR-7 to 28 Feb 2019.

The Food Safety Standards Authority of India (FSSAI) published following:
- Notice to postpone the implementation of the ban on the use of staples in tea bags dated 29 January, 2019 (Click Here). FSSAI had issued a ban prohibiting food business operators - production, storage, distribution, sale, import of tea bags with staples.
- Food Safety and Standards (Food Products Standards and Food Additives) First Amendment Regulations, 2019 dated 5 February, 2019 (Click Here) related to drinking water offered or sold through water vending machine. According to this regulation, the drinking water (purified) shall be clear without any sediments, suspended particles and extraneous matter which shall also comply with the requirements of Indian Standards, IS:10500.
- Gazette Notification of Referral Laboratories under section 43(2) of FSS Act, 2006 dated 7 February, 2019 (Click Here).

The Bureau of Indian Standards (BIS) published Circular Ref: CMD-III/16: IS 10322 (Part 5/ Sec 5) dated 28 January, 2019 (Click Here). This circular pertains to the significant change in the amendment is incorporation of photometric requirements for LED Luminaries. The last date for implementation of the amendment is 18 September, 2019.

Vietnam Ministry of Finance issued Circular 07/2019 / TT-BTC dated 28 January, 2019 (Click Here) amending and supplementing a number of articles of Circular 72/2015 / TT-BTC regulating the application of priority in real customs clearance, customs inspection and supervision for import and export goods of enterprises.

Ministry of Finance, Malaysia published Customs (Prohibition of Imports) (Amendment) Order, 2019 dated 12 February, 2019 (Click Here) specifically for items classified under Chapter 72 (Iron and steel).

The Australian Pesticides and Veterinary Medicines Authority (APVMA) published Agricultural and Veterinary Chemicals Code Instrument No. 4 (MRL Standard) Amendment Instrument 2019 (No. 1) (Click Here) dated 1 February, 2019. It amends the MRLs of agricultural and veterinary chemicals and MRLs for pesticides in animal feed commodities for certain compounds.

Hong Kong published updated version of Dangerous Goods (General) Regulation on 8 February, 2019 (Click Here)

South Africa Revenue Services No. R. 121 published on 8 February, 2019 (Click Here) amended Rules (DAR 180) pertaining to Customs and Excise Act, 1964. As per amended rule, every still maker and still importer shall apply on form DA 185 and the appropriate annexure for a license to manufacture or import stills for sale or to repair stills for reward.

Innovation, Science and Economic Development Canada recently published Interference-Causing Equipment Standard, ICES-005, Issue 5, Lighting Equipment (Click Here), sets out limits and methods of measurement of radiated and conducted radio frequency emissions produced by lighting equipment, as well as administrative requirements for such equipment.

Mexico’s Federal Commission for the Protection Against Sanitary Risk (COFEPRIS) published an amendment to Annex III: Dyes with an established IDA (Click Here) and Annex VI: Enzymes (Click Here) of its food additive regulations. They are effective from 29 January, 2019 and 5 February, 2019 respectively.

The European Union published following:
- Regulation (EU) 2019/229 dated 7 February, 2019 (Click Here) amending Regulation (EC) No 2073/2005 on microbiological criteria for foodstuffs as regards certain methods, the food safety criterion for Listeria monocytogenes in sprouted seeds, and the process hygiene criterion and food safety criterion for unpasteurised fruit and vegetable juices (ready-to-eat).
- Regulation (EU) 2019/230 dated 7 February, 2019 (Click Here) correcting certain language versions of Implementing Regulation (EU) 2017/2330 concerning the authorisation of Iron(II) carbonate, Iron(III) chloride hexahydrate, Iron(II) sulphate monohydrate, Iron(II) sulphate heptahydrate, Iron(II) fumarate, Iron(II) chelate of amino acids hydrate, Iron(II) chelate of protein hydrolysates and Iron(II) chelate of glycine hydrate as feed additives for all animal species and of Iron dextran as feed additive for piglets and amending Regulations (EC) No 1334/2003 and (EC) No 479/2006.
- Regulation (EU) 2019/238 dated 8 February, 2019 (Click Here) amending Regulation (EU) No 37/2010 to classify the substance ovotransferrin as regards its maximum residue limit.
- Regulation (EU) 2019/249 dated 12 February, 2019 (Click Here) suspending the tariff preferences for certain GSP beneficiary countries in respect of certain GSP sections in accordance with Regulation (EU) No 978/2012 for the period of 2020-2022. For India, GSP preference for Inorganic and organic chemicals, Textiles, Pearls and precious metals, Iron, steel and articles of iron and steel, Base metals (excl. iron and steel), articles of base metals (excl. articles of iron and steel), Railway or tramway locomotives and rolling stocks and Motor vehicles, bicycles, aircraft and spacecraft, ships and boats are suspended for the period of 2020-2022.

Ministry of the Environment and Food, Denmark published order BEK no 141 on 12 February, 2019 (Click Here) regarding veterinary checks on imports of food of animal origin and on penalties for infringement of related EU legislation.

Ministry of Business, Denmark published executive order BEK no 131 on 6 February, 2019 (Click Here) amending the executive order on safety requirements for toy products.

United Kingdom - published following:
- Northern Ireland Statutory Instrument 2019 No. 211 published on 11 February, 2019 (Click Here) regarding the Marketing of Seeds and Plant Propagating Material (Amendment) (Northern Ireland) (EU Exit) Regulations 2019. As per regulation, any plant product entering into Northern Ireland must have suppliers label and comply with GB regulations.
- Northern Ireland Statutory Instrument 2019 No. 202 published on 8 February, 2019 (Click Here) regarding the Metrology, Health and Safety and Product Safety (Amendment) (Northern Ireland) (EU Exit) Regulations 2019. As per regulation, importer ensure the package or outer container is marked with specified contact information given in regulation.
