Dear Madam/Sir,

As per Notification 15/2015-2020 dated 2 July, 2018 (Click Here) issued by the DGFT restriction on import of Peas classified under Exim Code 07131000 (including Yellow peas, Green peas, Dun peas and Kaspa peas,) effective till 30 June, 2018 as per the Notification 04/2015-2020 dated 25 April, 2018 (Click Here), is further extended till 30 September, 2018.

As per Notification 16/2015-2020 dated 2 July, 2018 (Click Here) issued by the DGFT import of Fresh Ginger wholly produced in Nepal, classified under Exim Code 09101110, is ’’Free’.

As per Notification 17/2015-2020 dated 3 July, 2018 (Click Here) issued by the DGFT amendment in Appendix 3 (SCOMET items) to Schedule- 2 of ITC (HS) classification of Export and Import Items, 2018 has been amended.

As per Public Notice 15/2015-2020 dated 28 June, 2018 (Click Here) issued by the DGFT new application format for grant of duty credit scrips under Service Exports from India Scheme (SEIS) is notified, for all SEIS applications with immediate effect.

Public Notice 16/2015-2020 dated 28 June, 2018 (Click Here) issued by the DGFT pertain to amendments in the Paragraph 9.03 relating to Supplementary Claims under Handbook of Procedures (2015-2020) for Chapter 3 Scrips.

As per Public Notice 17/2015-2020 dated 3 July, 2018 (Click Here) issued by the DGFT procedure to obtain No Incentive Certificate under the MEIS is being notified.

As per Public Notice 18/2015-2020 dated 3 July, 2018 (Click Here) issued by the DGFT one Pre-Shipment Agency is notified as PSIA in term of Para 2.55(d) of HBP 2015-20 in Appendix 2G and instruments in respect of one existing Pre-Shipment Inspection Agency has been added.

Public Notice 19/2015-2020 dated 3 July, 2018 (Click Here) issued by the DGFT pertain to amendments in Para 2.74 and 2.79A of the Handbook of Procedures 2015-20 related to ’’Inter Ministerial Working Group’’ and ’’"Stock and Sale" of SCOMET items’’.

Central Board of Indirect Taxes and Customs (CBIC) published following
- Notification No. 59/2018 - Customs (N.T.) dated 30 June, 2018 (Click Here) amends APTA Rules of Origin.
- Notification No. 58/20 18-Customs (N.T.) dated 29 June, 2018 (Click Here) notifies Tariff Value of Palm Oil, Palmolein, Gold and Silver, Brass Scrap, Areca Nuts and Poppy Seeds.

The Food Safety and Standards Authority of India (FSSAI) published following:
- Direction under Section 16 (5) of Food Safety and Standards Act, 2006 dated 29 June, 2018 regarding Compliance of Food Safety and Standards (Organic Food) Regulation, 2017 (Click Here).

The Vietnam Ministry of Information and Communications published QCVN 118:2018/BTTTT recently (Click Here) pertaining to National technical regulation on Electromagnetic Compatibility of Multimedia Equipment - Emission Requirements. The effective date is 1 July, 2019.

The Instutute of Standards of Cambodia published Notification of Camboidan Technical Regulations on Automotive products dated 27 June, 2018 (Click Here) pertaining up to 19 vehicle and vehicle parts regulations all based on ECE Regulations.

Ministry of Public Health, Thailand published Notification 386, BE 2560 dated 28 June, 2018 (Click Here) pertaining to guidelines for obtaining permission from manufacturers and importers of fresh fruits and vegetables.

Department of Fisheries and Aquaculture, Thailand published Notification 135, special issue 152 dated 3 July, 2018 (Click Here) pertaining to rules and regulations on export or import of Aquatic Animals or aquaculture products.

The Customs Department of Laos PDR issued a notification dated 3 July, 2018 on upgrading and management mechanisms for temporary import of empty goods through the International Customs Union Bridge No. 1, 02948/GPP (Click Here) to reduce the import procedures for temporary empty containers, which have been delayed, difficult to process, and have affected the export of the enterprises.

Department of Energy, South Africa published Notice no R. 659 dated 3 July, 2018 (Click Here) regarding regulations in respect of the single maximum national retail price for illuminating paraffin.

Department of Health, South Africa published Notice no. R. 638 dated 22 June, 2018 (Click Here) related to the general hygiene requirements for food premises, transport of food and related matters.

Department of Chemical Hong Kong published Hazardous Chemicals Control Ordinance dated 1 July, 2018 (Click Here).

Ministry of Finance of the Russian Federation published decision no 14-88 / 35479 dated 14 June 2018 (Click Here) regarding Issues of conditional release of goods to which technical regulation measures are applied, as well as issues of conditional release of goods for the purpose of marking products with a single sign of circulation on the market of the EAEC.

Ministry of Food and Drug, South Korea published following:
- Notice No. 2018-53 dated 29 June, 2018 (Click Here) amends Korean food additives.
- Notice No. 2018-50 dated 27 June, 2018 (Click Here) revises food regulations, including numerous MRL changes.

Pharmaceutical and Medical Device Agency, Japan published List of approved Medical Devices dated 27 June, 2018 (Click Here).

Health Canada changes the Cosmetic Ingredient Hotlist dated 22 June, 2018 (Click Here). The following changes were made to the Hotlist:
- Adding restrictions on Pigment Red 4, limiting the concentration to 3% or less
- Updating the current prohibitions on Chloramine T to include related compounds, for clarity
- Expand current prohibitions on Oleandrin to include Nerium oleander, its extracts, and glycosides
- Prohibiting the use of Methylisothiazolinone in leave-on products and reducing the maximum allowed concentration in rinse-off products to 0.0015%
- If a product has Methylchloroisothiazolinone and Methylisothiazolinone, in combination, with Methylisothiazolinone, the total concentration shall not exceed 0.0015%

The European Commission published following:
- Regulation (EU) 2018/931 dated 2 July, 2018 (Click Here) has decided to impose a definitive anti-dumping measure in the framework of the anti-dumping proceeding concerning imports of oxalic acid originating, inter alia, in the Republic of India.
- Regulation (EU) 2018/949 dated 3 July, 2018 (Click Here) amending Regulation (EC) No 1235/2008 regarding the arrangements for import of organic products from third countries.
- Regulation (EU) 2018/941 dated 2 July, 2018 (Click Here) amending Regulation (EC) No 669/2009 regarding the increased level of official controls on imports of certain feed and food of non-animal origin and Commission Implementing Regulation (EU) No 885/2014.
- Regulation (EU) 2018/932 dated 2 July, 2018 (Click Here) amending Regulation (EU) No 582/2011 as regards the provisions on testing by means of portable emission measurement systems (PEMS) and the requirements for universal fuel range type-approval.
- Regulation (EU) 2018/885 dated 21 June, 2018 (Click Here) an amendment to the cosmetics regulations that came into effect in early July 2018.

The Ministry of Commerce and Industry, Egypt published following dated 30 June, 2018:
- Ministerial decision No.477/2018 (Click Here) on mandatory standards for certain products (Household Refrigerating Appliances, Energy Efficiency Label Requirements, Surgical instruments, Footwear etc).
- Article 8 of Ministerial Decree No. 24 of 2017 (Click Here) concerning the regulation of the importation of some of the mentioned strategic agricultural commodities shall be repealed.
