Dear Madam/Sir,
  1. Public Notice 06/2015-2020 dated 10 May, 2018 (Click Here) issued by the DGFT with regard to the following:

    • SION Sl.Nos E75, E76, E77, E78, E100, E101 and E102 pertaining to Food Products Group are suspended with immediate effect. No Advance Authorisations shall be issued under these SIONs.

    • Revised List of Nominated Agencies for import of Gold and Silver is published.

    • Appendix 4J is amended restoring normal export obligation period for import of precious Metal for other than Gems and Jewellery sector.

  2. As per Public Notice 07/2015-2020 dated 11 May, 2018 (Click Here) issued by the DGFT the rates for items under MEIS Appendix 3B/Service categories in Appendix 3D which were enhanced in the Mid Term view are continued beyond 30.06.2018.

  3. As per Public Notice 08/2015-2020 dated 14 May, 2018 (Click Here) issued by the DGFT Gemological Institute of America, Israel and Gemological Institute of America, Japan are included in paragraph 4.74 of Handbook of Procedures (2015-20) for certification/ grading of diamonds of 0.25 carat and above.

  4. Public Notice 09/2015-2020 dated 14 May, 2018 (Click Here) issued by the DGFT with regard to the following:

    • Now Advance Authorization for Annual Requirement can also can be issued where Ad hoc norms exist for the resultant product.

    • Enabling provision is made to submit manual BRCs and self-attested copy of Exporter Copy of shipping bill.

    • Other amendments made to bring clarity and harmonise documentation requirements for Export Obligation Discharge Certificate (EODC).

  5. As per Trade Notice 06/2018-19 dated 11 May, 2018 (Click Here) issued by the DGFT application process for import of 2 Lakh MT of Pigeon Peas/ Toor Dal and 1.5 Lakh MT for Urad/ Moong is laid down.

  6. As per Trade Notice 07/2018-19 dated 14 May, 2018 (Click Here) issued by the DGFT all RAs are requested to ensure that all relevant document for non-submission of complete Appendix 4E, containing technical details, chemical reactions and data sheet for advance authorisation applications on self-declaration basis under Para 4.04 and 4.07 of HBP are forwarded to the Norms Committee in time.

  7. As per Trade Notice 08/2018-19 dated 15 May, 2018 (Click Here) issued by the DGFT the members of the Trade and the Customs field formations may please note that the Public Notice 33 dated 23.10.2017 (Click Here) applies to all scrips issued under Chapter 3 of FTP irrespective of the FTP period. Further, this is also to inform that such scrip holders are not required to approach the RAs with the said scrips for any amendment in the validity period.

  8. As per Trade Notice 09/2018-19 dated 16 May, 2018 (Click Here) issued by the DGFT the Memorandum of Understanding (MoU) between the Government of the Republic of Mozambique and Government of the Republic of India on cooperation in the field of production and marketing of pigeon peas, both parties have agreed to target export of 1,50,000 MT of pigeon peas and other pulses grown in Mozambique to India during 2018-19 subject to certain conditions defined in this trade notice.

  9. The DGFT has published Trade Notice 10/2018-19 dated 16 May, 2018 (Click Here) regarding clarification on import policy of Peas under Chapter 7 of the ITC (HS) 2017.

The Food Safety and Standards Authority of India (FSSAI) has operationalised Food Safety and Standards (Fortification of Foods) Regulation, 2018 dated 10 May, 2018 (Click Here) related to standards of Sorghum Flour, Soybean, Soy Protein Products, Whole Maize (Corn) Flour, Wheat Protein Products Including Wheat Gluten, Durum Wheat Semolina and Whole durum wheat semolina, Durum Wheat, Finger Millet (Ragi) and Amaranth.

  12. The Government of Vietnam published Decree No. 64/2018 / ND-CP dated 7 May, 2018 (Click Here) regarding provisions on sanctioning of administrative violations in the field of livestock breeds, animal feeds and fisheries. This degree will be effective from 22 June, 2018.

It amends the MRLs of agricultural and veterinary chemicals and MRLs for pesticides in animal feed commodities for certain compounds.

  15. Health Canada published an amendment to its food additive regulations. This document modifies the List of Permitted Emulsifying, Gelling, Stabilizing or Thickening Agents dated 14 May, 2018 (Click Here) enabled the use of food additive Tara Gum described in the information document.
