European Union - Draft Commission Regulation amending Annex III to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products :

European Commission has issued draft regulation, which aims at authorising six hair dye substances for use in products intended to colour eyelashes and at regulating, in the context of the assessment strategy for hair dyes, ten newly assessed hair dye substances in Annex III to Regulation (EC) No 1223/2009. The proposed maximum authorised concentrations are based on the latest opinions of the Scientific Committee on Consumer Safety (SCCS) on these substances.

Proposed date of adoption: 4th quarter 2016

Proposed date of entry into force: 20 days from publication in the Official Journal of the EU. There is a transition period of 12 months following entry into force of the regulation.

Final date for comments: 60 days from notification
