Israel – Notifications on protection of Human health & Safety:

For the purpose of protection Human health and safety, Ministry of Economy and Industry, Israel has issued various notifications on revision of standards for Children's high chairs (HS: 9401), Low-voltage switchgear and control gear assemblies(HS: 853710, 853720), Protective clothing (HS: 61, 62, 63), Ladders(HS: 392690, 442190, 732690, 761699), Lifting platforms for person with impaired mobility (HS: 8428; ICS: 11.080, 11.180.10, 91.140.90), Processed tomato concentrate (HS: 2002; ICS: 67.080.20), Gas-oil for heating and gas-oil for gas turbine applications (HS: 2710), Flat glass panels for buildings (HS: 7006). The details of the notifications are as follows;

1) Revision of the Mandatory Standard SI 14988 dealing with children's high chairs-  This draft standard revision adopts the European Standard EN 14988‑1: 2006 + A1: August 2012, with a few national changes that appear in the standard's Hebrew section as follows: (Click here for Notification)

· Changes the Normative references (paragraph 2)

· Changes the packaging requirements to comply also with the packaging requirements appears in Israel Mandatory Standard SI 562 part 1 (paragraph 7)

· Changes the product information (paragraph 8)

Effects of the Notification:- Both the old standard and the new revised standard will apply for a period of 1 year from date of entry into force. During this time children's high chairs could be tested according to the old or the new revised standards.

2) Amendment in standards for Low-voltage switchgear and control gear assemblies(HS: 853710, 853720)- First amendment to the Mandatory Standard SI 61439 part 4 dealing with low-voltage switchgear and control gear assemblies. This amendment adds to the standard's Hebrew section under paragraph 6.1, a facilitation that removes the requirement to mark on the label the compliance with IEC 61439-4 (item d). 3) Protective clothing (HS: 61, 62, 63) - Revision of the Mandatory Standard SI 1258 part 4, dealing with high-visibility warning clothing. This draft standard revision is an implementation of both the European Standard EN ISO 20471: March 2013 and the American Standard ANSI/ISEA 107 – 2010, and allows compliance with either of them. The major differences between the old version and this new revised draft standard are the new modifications introduced to the adopted European standard, as follows:

· Requires that the sleeves of type 3 clothing should be long

· Facilitates the requirement for the material's strength

· Deletes the requirement for retroflective level 2

· Sterns the materials ageing test and requires that the background materials must be checked at the end of all cleaning cycles, as specified by the manufacturer

Effects of the Notification: Both the old standard and the new revised standard will apply for a period of 12 months from date of entry into force. During this time protective clothing could be tested according to the old or the new revised standards.

4) Ladders(HS: 392690, 442190, 732690, 761699)- Revision of the Mandatory Standard SI 1847 part 2, dealing with the requirements, testing and marking of ladders. This draft standard revision adopts the European Standard EN 131-2: 2010 + A1: May 2012. The major difference between the old version and this new revised draft standard is the implementation of the European amendment. Proposed date of entry into force: Generally 60 days after publication in Israel Official Gazette, Section of Government Notices

5) Lifting platforms for person with impaired mobility (HS: 8428) - Revision of the Mandatory Standard SI 2252 part 1 dealing with vertical lifting platforms for person with impaired mobility, to be replaced with SI 2252 part 1 (for lifting platforms installed in non-enclosed liftway) and SI 2481 part 41 (for lifting platforms installed in enclosed liftway). The draft standard revision of SI 2252 part 1 adopts the International Standard ISO 9386-1: 2000 and the draft standard revision of SI 2481 part 41 adopts the European Standard EN 81-71: December 2010. Each adoption includes a few changes that are detailed in each standard's Hebrew section, accordingly.

Effects of the Notification: Both the old standard and the two new revised standards will apply for a period of 180 days from entry into force. During this time vertical lifting platforms could be tested according to the old standard or the new revised standard that applies.

Proposed date of entry into force: 90 days after publication in Israel Official Gazette, Section of Government Notices.

6) Processed tomato concentrate (HS: 2002)- Revision of the Mandatory Standard SI 41 dealing with processed tomato concentrates. This draft standard revision is an adoption of the International Codex Alimentarius Standard 57 – 1981, Revision 2007, Amendment 2013 and therefore differs significantly from the old standard. In addition the standard's Hebrew section includes the following deviations from the adopted standard: (Click here for Notification)

· Changes the normative references to relevant Israeli and foreign laws, regulations, standards and official documents;

· Changes the 2 footnotes refer to paragraph 2.1 dealing with product definition;

· Changes paragraph 2.2 dealing with the following product designations: tomato puree, tomato paste, tomato paste with added sugar, tomato concentrates and tomato concentrates with added sugar;

· Canges paragraph 3.1.2 dealing with other permitted ingredients listed under the essential composition and quality factors;

· Changes some of the quality criteria listed in paragraph 3.2;

· Changes the requirements of paragraph 3.4 dealing with the lot acceptance;

· Changes paragraph 3.5.1 dealing with the general product requirements and requires that the product will comply also with paragraph 201 of Israel standard SI 143;

· Changes the specific reference to Israeli laws, regulations, standards and official documents in the following paragraphs: paragraph 4 – food additives, paragraph 5 – contaminants and paragraph 6 – hygiene;

· Deletes paragraph 4.1 dealing with acidity regulators;

· Changes paragraph 6 and adds new requirements for preservation capability;

· Adds a few changes to paragraph 7.1 dealing with the fill of container;

· Changes some of the requirements of paragraph 8 dealing with labelling;

· Changes the references for some of the methods for analysis and sampling mentioned in paragraph 9.

Proposed date of entry into force: 2 years after publication in Israel Official Gazette, Section of Government Notices.

7) Gas-oil for heating and gas-oil for gas turbine applications(HS: 2710) - Revision of the Mandatory Standard SI 107 Part 2, dealing with gas-oil. This draft standard revision adopts the British Standard BS 2869 – 2010 + A1: 2011 and expends the standard's scope to include also gas-oil for gas turbine applications. For the avoidance of doubt, only the requirement of gas-oil for heating will remain mandatory after the entry into force of this revision and the requirement for gas-oil for gas turbine applications will be voluntary. 8) Flat glass panels for buildings(HS: 7006) - Revision of the Mandatory Standard SI 938 part 3 to be replaced with SI 938 parts 3.1 through 3.6. These draft standard revisions adopt the following International Standards and therefore significantly differ from the old standard: (Click here for Notification)

· SI 938 part 3.1 adopts the International Standard ISO 12543-1 – Second edition: 2011-08-15

· SI 938 part 3.2 adopts the International Standard ISO 12543-2 – Second edition: 2011-08-15

· SI 938 part 3.3 adopts the International Standard ISO 12543-4 – Second edition: 2011-08-15

· SI 938 part 3.4 adopts the International Standard ISO 12543-5 – Second edition: 2011-08-15

· SI 938 part 3.5 adopts the International Standard ISO 12543-6 – Second edition: 2011-08-15 and its Technical Corrigendum 1: 2012-05-15SI 938 part 3.6 adopts the European Standard EN 12150-1: June 2000

Proposed date of adoption for above notification is yet to be determined.
