Mexico - Draft Mexican Official Standard PROY-NOM-O25-SCT2-2015 on Safety provisions for hauled rail units used to carry freight Secretaría de Comunicaciones y Transportes (Ministry of Communications and Transport) has issued draft Mexican Official Standard PROY-NOM-O25-SCT2-2015 on Safety provisions for hauled rail units used to carry freight. Drawing on existing legislation and regulations pertaining to rail transportation, and in accordance with the provisions contained in the Federal Law on Metrology and Standardization, the notified draft Standard establishes, in full, the provisions and operational safety parameters applicable to hauled rail unit systems, components and mechanisms operating within the Mexican railway system. Licensed rail companies, as well as all other private enterprises and state or municipal bodies authorized to operate hauled rail units, must establish their own procedures for inspection and preventive and corrective maintenance in order to ensure that their operative fleets comply with the safety parameters and provisions contained in this Standard. In accordance with Mexico's international commitments, especially the Free Trade Agreement (FTA) with the United States of America and Canada, this Mexican Official Standard incorporates the safety parameters applicable to rail transportation equipment used in the operation of national rail system trains, taking into account the most important and pertinent of the relevant standards in force in the other countries party to the Agreement. Proposed date of adoption: The notified draft Mexican Official Standard will be adopted upon its publication in the Official Journal as a final Mexican Official Standard. Proposed date of entry into force: This draft Mexican Official Standard will enter into force 60 calendar days after its publication in the Official Journal Final date for comments: 60 calendar days after publication in the Official Journal. |
