The Directorate General of Foreign Trade (DGFT) has published following:
- Trade Notice No. 35/2015-2020 dated 25 October, 2018 (Click Here) regarding Standard Operating Procedure (SOP) and documents for obtaining export authorisation for export of restricted items under Schedule 2 ITC (HS) Classification of Export and Import Items 2018.
- Trade Notice No. 36/2015-2020 dated 30 October, 2018 (Click Here) cautions against dealing with MSRL Group Limited, Miami, Florida, USA for failing to supply materials inspite of receiving advance payments from Indian importers.

The Central Board of Indirect Taxes and Customs (CBIC) has published following:
- Notification No. 88/2018-Customs (N.T.) published on 30 October, 2018 (Click Here) notify Sea Cargo Manifest and Transhipment Regulations, 2018. It will come into force from 1 March, 2019.
- New Customs House, IGI Airport, New Delhi Public Notice No. 26 published on 9 October, 2018 (Click Here) regarding Strict compliance of provision of Electrionics and Information Technology Goods (Requirement for Compulsory Registration) order, 2012 as amended at the time of assessment, registration and examination.
- Circular No. 41/2018- Customs dated 30 October, 2018 (Click Here) extend the date of implementation to 1st January, 2019 in order to enable establishment of infrastructure and procurement of seals by warehouse owners.
- Circular No. 72/46/2018-GST published on 26 October, 2018 (Click Here) clarify the procedure in respect of return of time expired drugs or medicines.
- Circular No. 71/45/2018-GST dated 26 October, 2018 (Click Here) clarify issues pertaining to registration as a Casual Taxable Person (CTP) & recovery of excess Input Tax Credit (ITC) distributed by an Input Service distributor (ISD).
- Circular No. 70/44/2018 - GST published on 26 October, 2018 (Click Here) regarding clarification on certain issues related to refund.
- Circular No. 69/43/2018-GST dated 26 October, 2018 (Click Here) clarify issues related to procedures for processing of applications of taxpayers in Form GST REG-16 for cancellation of registration under Section 29 of CGST Act 2017 read with Rule 20 of CGST Rules 2017.
- Notification No. 58/2018- Central Tax dated 26 October, 2018 (Click Here) extend the due date for filing a final return in FORM GSTR-10 till 31 December, 2018. This is applicable to such persons whose registration has been cancelled by the proper officer on or before 30 September, 2018.
- Notification No. 89/2018-Customs (N.T.) published on 31 October, 2018 (Click Here) revised Tariff Value of Palm Oil, Palmolein, Gold and Silver, Brass Scrap, Areca Nuts and Poppy Seeds.

The Ministry of Agriculture & Farmers Welfare, India published Plant Quarantine (Regulation of Import into India) (Seventh Amendment) Order, 2018 dated 26 October, 2018 (Click Here) for certain amendments to the phytosanitary conditions governing the import of certain plants and plant materials.

The Food Safety Standards Authority of India (FSSAI) published Guidance Note No. 05/2018 dated 25 October, 2018 (Click Here) related to use of stickers on food products.

The National Agency of Drug and Food Control, Indonesia published Regulation No. 31 Year 2018 dated 29 October, 2018 (Click Here) regarding labeling of processed food.

Japan's Ministry of Health, Labour and Welfare published Food Safety Update 1018 No. 1 on 18 October, 2018 (Click Here) affecting numerous active ingredients.

South Korea Food and Drug Administration published following:
- Notice No. 2018-78 published 26 October, 2018 (Click Here) amending regulations for licensing and examination of items such as biological products.
- Notice No. 2018-80 published 31 October, 2018 (Click Here) related to sanitary products standards and specifications.

Ministry of the Environment and Food, Denmark published Executive order on 27 October, 2018 (Click Here) on exemption for the use of standard forms for the issue of zootechnical certificates and for penalties for violation of Regulation (EU) No 2016/1012 of the European Parliament and of the Council of 8 June, 2016.

Natural Resources Canada amended the Energy Efficiency Regulations, 2016 dated 31 October, 2018 (Click Here) prescribing minimum energy performance standards (MEPS) for consumer and commercial energy-using products. They also prescribe labelling requirements for certain products to disclose and compare the energy use of a given product model relative to others in their category.

Mexico’s Federal Commission for the Protection against Sanitary Risk (COFEPRIS) published an amendment to Annex IV dated 23 October, 2018 (Click Here) related to colorants that can be used according to GMP of its food additive regulations.

Hong Kong updated Schedule 1 related Substances to which Certain Restrictions with respect to the Sale, Supply, Labelling and Storage Apply under Regulations and Schedule 3 of Pharmacy and Poisons Regulations on 31 October, 2018 (Click Here).

The U.S. Environmental Protection Agency (EPA) amended tolerances for residues of Pyroxasulfone in or on multiple commodities dated 29 October, 2018 (Click Here).

United Kingdom published following on 24 October 2018:
- Statutory Rules of Northern Ireland no 183 (Click Here) related to Marketing of Ornamental Plant Propagating Material (Amendment) Regulations (Northern Ireland) 2018. The regulation will come into force from 14 November, 2018.
- Statutory Rules of Northern Ireland no 184 (Click Here) related to Plant Health Order (Northern Ireland) 2018. The order will come into force from 1 December, 2018.

The European Union published following:
- Regulation (EU) 2018/1631 of 30 October, 2018 (Click Here) authorising the placing on the market of cranberry extract powder as a novel food under Regulation (EU) 2015/2283 and amending Regulation (EU) 2017/2470.
- Regulation (EU) 2018/1633 of 30 October, 2018 (Click Here) authorising the placing on the market of refined shrimp peptide concentrate as a novel food under Regulation (EU) 2015/2283 and amending Regulation (EU) 2017/2470.
- Regulation (EU) 2018/1632 of 30 October, 2018 (Click Here) authorising the placing on the market of bovine milk basic whey protein isolate as a novel food under Regulation (EU) 2015/2283.
