Dear Madam/Sir,

As per Public Notice 53/2015-2020 dated 17 January, 2017 (Click Here) issued by the DGFT list of banks and Nominated Agencies in Appendix 4B of HBP 2015-20 for import Gold/Silver has been updated.

As per Public Notice 52/2015-2020 dated 12 January, 2017 (Click Here) issued by the DGFT amendments have been made in Ayat Niryat Forms (ANF) 4A, 4E, 4F, 4G, 4H & 41 of Handbook of Procedures 2015-2020 in light of implementation of GST and non-issuance of EP copies of shipping Bills by Customs Authorities.

As per Public Notice 51/2015-2020 dated 9 January, 2017 (Click Here) issued by the DGFT transition period for registering under the Registered Exporters System (REX) for EU Generalized System of Preferences (GSP) has been extended up to 30.06.2018.

Ministry of Agriculture & Farmers Welfare, India on 4 January, 2017 has decided to extend the relaxation of fumigation regulations (Click Here) for import of agricultural commodities for which fumigation treatment with Methyl Bromide is stipulated in the Plant Quarantine (Regulation of Import into India) Order, 2003 (PQ Order, 2003), till 30 June, 2018.

The Technical Advisory-Cum-Monitoring Committee (TAMC) of Amended Technology Upgradation Fund Scheme (A-TUFS), Ministry of Textiles, India published the following on 5 January, 2018:
- Circular No. 8/2017-18 (Click Here) for inclusion of new machinery under technical textiles under A-TUFS (Click Here).
- Circular No. 7/2017-18 (Click Here) regarding extension of the time limit for submitting/ fulfilling the criteria by enlisted machinery manufacturers as prescribed in Circular No. 3 (2017-18 series) dated 22.05.2017 (Click Here), till 21.05.2018.

The Food Safety Standards Authority of India (FSSAI) published following:
- Food Safety and Standards (Organic Foods) Regulations, 2017 dated 4 January, 2017 (Click Here).According to this regulation Organic foods will have to comply with the provisions under the National Programme for Organic Production (NPOP) administered by the government or the Participatory Guarantee System for India (PGS-India) run by the Agriculture Ministry or any other standards notified by the food authority.
- Food Safety and Standards (Contaminants, toxins and Residues) Third Amendment Regulations, 2017 dated 3 January, 2017 (Click Here) regarding fixation of the limits of aflatoxin in areca nut.

Food and Environmental Hygiene Department, Hong Kong has announced banned on poultry meat and products on 16 January, 2018 (Click Here) from Bengaluru Urban District, Karnataka State of India due to outbreak of highly pathogenic H5N8 avian influenza.

The Board of Food Standards Australia New Zealand approved following two enzymes dated 11 January, 2018 (Click Here):
- Food Standards Triacylglycerol Lipase as a Processing Aid (Enzyme) sourced from Candida cylindracea in bakery, dairy products and in the processing of fats and oils.
- Food Standards Aqualysin 1 (Protease) as a Processing Aid (Enzyme) sourced from Bacillus subtilis for manufacture of bakery product.

United Kingdom published following:
- Statutory Instrument No. 44-2018 regarding The Wireless Telegraphy (Ultra-Wideband Equipment) (Exemption) (Amendment) Regulations 2018 published dated 16 January, 2018 (Click Here). This amendment will enter into force from 6 February, 2018
- Statutory Instrument No. 15-2018 published dated 10 January, 2018 (Click Here) reducing import inspection fee under The Plant Health (Fees) (England) (Amendment) Regulations 2018. This amendment will enter into force from 8 February, 2018.
- Ban on microbeads in cosmetics and personal care products dated 9 January, 2018 (Click Here). Starting from the effective date of this prohibition, manufacturers of cosmetics and personal care products will absolutely prohibit the addition of micro plastic products called "microbeads" to cleansing and care products such as facial scrubs, shower gels and toothpaste.

Northern Ireland, United Kingdom published following:
- Statutory Instrument No 16-2018 regarding Animal Feed (Basic Safety Standards) Regulations (Northern Ireland) 2018 published on 15 January, 2018 (Click Here). This amendment will enter into force from 6 February, 2018.
- Statutory Instrument No 3-2018 regarding The Misuse of Drugs (Designation) (Amendment) Order (Northern Ireland) 2018 published on 10 January, 2018 (Click Here). This amendment will enter into force from 31 January, 2018.

South Korea published Presidential Decree No. 28589 dated 16 January, 2018 (Click Here) on partial amendment to the act on the management of Narcotic drugs

Government of Russia published following:
- Federal Law No. 429-FZ published on 28 December, 2017 (Click Here) amended Law on Plant Quarantine. It recognizes the invalidation of the legal norm, according to which laboratory studies of samples and (or) samples of quarantine products imported into the Russia. It also add new wording, according to which laboratory studies of samples and (or) samples of said quarantine products before 1 January, 2021 are carried out at the expense of its owners.
- Decision of Board no 184 published dated 19 December, 2017 (Click Here) extending the anti-dumping duty against graphitized electrodes originating in India. This decision will be effective from 26 January, 2018
- Decision of the Council No. 99 on 20 December, 2017 (Click Here) amended the Technical Regulations of the Customs Union "Food products in terms of labeling" (TP TC 022/2011). As per amendment, the packaging of food products containing genetically modified organisms, the manufacturer is obliged to affix the appropriate marking of the products. The mark is applied in case the content of GMO in the product exceeds 0.9%. The decision comes into force after 12 months from the date of its official publication.

The Ministry of Culture of the Russian Federation published federal law No 435 Z dated 16 January, 2018 (Click Here) recalls changes in certain legislative acts regulating the import and export of cultural property.

Ministry of Taxation, Demark published following:
- Amendment to the Order of the Customs Act dated 11 January, 2018 (Click Here).
- The Ionizing Radiation and Radiation Protection Act (Radiation Protection Act) published dated 15 January, 2018 (Click Here) and will enter into force from 6 February, 2018.

The Ministry of Agriculture, Forestry and Fisheries of South Africa amends Liquor Product Act, 1989 dated 5 January, 2018 (Click Here) which refer to the substances which may be added to Liquor products.

The United States National Marine Fisheries Service (NOAA) has decided to adopt an “informed compliance” approach to its implementation of the Seafood Import Monitoring Program (SIMP) (Click Here). From 1 January 2018, on the program`s first phase requires seafood traders to keep thorough records to prove seafood products that enter the United States are legally and sustainably caught. In addition, seafood traders will now have to provide more documentation to sell seafood products to American consumers.

The European Union published following:
- Regulation (EU) 2018/75 dated 17 January, 2018 (Click Here)amending the Annex to Regulation (EU) No 231/2012 laying down specifications for food additives listed in Annexes II and III to Regulation (EC) No 1333/2008 regarding specifications for Microcrystalline cellulose (E460(i)]
- Regulation (EU) 2018/74 dated 17 January, 2018 (Click Here)amending Annex II to Regulation (EC) No 1333/2008 regarding the use of phosphoric acid — phosphates di-, tri- and polyphosphates (E 338-452) in frozen vertical meat spits.
- Regulation (EU) 2018/73 dated 17 January, 2018 (Click Here)amending Annexes II and III to Regulation (EC) No 396/2005 regarding maximum residue levels for mercury compounds in or on certain products.
- Regulation (EU) 2018/70 dated 16 January, 2018 (Click Here)amending Annexes II, III and IV to Regulation (EC) No 396/2005 of the European Parliament and of the Council as regards maximum residue levels for ametoctradin, chlorpyrifos-methyl, cyproconazole, difenoconazole, fluazinam, flutriafol, prohexadione and sodium chloride in or on certain products.
- Regulation (EU) 2018/35 dated 10 January, 2018 (Click Here)amending Annex XVII to Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards octamethylcyclotetrasiloxane (‘D4’) and decamethylcyclopentasiloxane (‘D5’).
