Dear Madam/Sir,
  1. As per Notification 12/2015-2020 dated 20 June, 2018 (Click Here) issued by the DGFT export of Potatoes, Onions, Rice, Wheat Flour, Sugar, Dal and Eggs has been permitted to the Republic of Maldives under bilateral trade agreement between Government of India and Government of Maldives during the period 2018-19 w.e.f. April, 2018 as per the quantities indicated in the Table at Para 1 in this notification. The export of above items to Republic of Maldives will be exempted from any existing restriction/prohibition on export.

  2. As per Notification 13/2015-2020 dated 20 June, 2018 (Click Here) issued by the DGFT paragraph 4.29 (vi) and Para 4.29(vii) of Foreign Trade Policy 2015-20 is replaced enabling exporters to file single DFIA application for exports made from any EDI port and separate applications for export made from each non-EDI port.

  3. As per Public Notice 14/2015-2020 dated 20 June, 2018 (Click Here) issued by the DGFTthe office address of DGFT and its Regional Authorities and their Jurisdiction have been updated and private SEZs from SI.No.47 to 53 have been added to Appendix 1A of Foreign Trade Policy, 2015-20.

  4. The DGFT has published Trade Notice 18/2018 dated 20 June, 2018 (Click Here) regarding applicants seeking import/export license from DGFT for "restricted" items, having paid the applicable fees, will submit online application to the concerned jurisdictional authority and subsequently send their application through email to either import-dgft@nic.in (for import licenses) or export-dgft@nic.in (for export licenses) as the case may be, along with proof of the application fee paid; besides attaching the necessary documents for processing the case. Applications are required to be submitted in prescribed pro-forma ANF-2M (for import license) and ANF- 2N (for export license) along with ANF-l (Applicant’’s Importer Exporter Profile), copy of IEC and other supporting documents, as applicable. In case the applicant firm has received the NOC from the concerned administrative Ministry, the same should invariably be attached with the application.

    • Document NO.1-13/FSSAI/DP/2008 (Click Here) notice to renew the “prohibition of import of milk and products ban from China” for a period of six months. The ban on the import of milk and products from China (including chocolates and products containing milk or solid milk, candies/cakes/foods) has been extended to 23 December, 2018, the ban may end prematurely if security can be reliably reported or supported by data.

    • Notification dated 13 June, 2018 on the authorization of 10 NABL Accredited food testing laboratories (Click Here) for analysis of sample under Food Safety and Standards Act, 2006.

  8. Ministry of Public Health, Thailand published Notification Volume 135 Special Editions, 132 D dated 10 June, 2018 (Click Here) prescribing the names, quantities and conditions of substances which may be used as ingredients in the manufacture of cosmetics in 2018.

  9. Ministry of Agriculture and Cooperatives, Thailand published Notification Volume 135, Special Issue 134 dated 12 June, 2018 (Click Here) on specification rules and procedures for registration of issuance and renewal of hazardous substance registration.

  10. The South Africa Department of Health published Notification No. 588 Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No. 54 of 1972) dated 15 June, 2018 (Click Here) pertaining to amendment of regulation relating to maximum levels of metals in foodstuffs.

Ministry of Food, Agriculture and Livestock of Turkey published Official Gazette No. 30449 dated 12 June, 2018 (Click Here) pertaining to regulation on the amendment of the Turkish Food Codex Regulation on Food Additives. Accordingly, the table entitled "Additives other than colorants and sweeteners" in Annex II was excluded from the list of Calcium Sorbate E 203, while Potassium polyaspartate was added as E 456. Apart from this, many changes were made in the attached tables in the regulation.

  15. Japan Ministry of Health, Labor and Welfare published Notification 0615 No. 2 dated 15 June, 2018 (Click Here) pertaining to partial revision of the test method for substances that are components of agricultural chemicals, feed additives or veterinary drugs remaining in food.

Resolution of the Council of Ministers of the Republic of Belarus No. 428 published on 6 June, 2018 (Click Here) established that import of articles of plaster classified under HS 6809110000 and 6809190000 to be temporarily licensed. This regulation will come into force after 10 days of publication and valid for six months

  17. European Union published following dated 14 June, 2018:

    • Regulation (EU) 2018/848 (Click Here)on organic production and labelling of organic products and repealing Council Regulation (EC) No 834/2007.

    • Regulation (EU) 2018/858 (Click Here)on the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles, amending Regulations (EC) No 715/2007 and (EC) No 595/2009 and repealing Directive 2007/46/EC.

  18. Welsh Statutory Instruments, United Kingdom No. 721 published on 14 June, 2018 regarding the Hazardous Waste (Miscellaneous Amendments) (Wales) Regulations 2018 (Click Here). The regulation will come into force form 5 July, 2018.

  19. Ministry of Agriculture, Estonia amended order on Fruit and berry production and marketing of propagating material of claims on 20 June, 2018 (Click Here).

  20. Ministry of Health and Elderly, Denmark published executive order of the pharmacy act on 21 June, 2018 (Click Here).

  21. Eurasian Economic Union published following:

    • Decision no 98 on 13 June, 2018 (Click Here) regarding reduction of import customs duty from 5% to 0% for inshell cashew nuts classified under HS 0801310000 imported from Guinea, Guinea-Bissau, Iran, China, Nigeria and Vietnam. This rate will effective from period from 2 September, 2018 to 31 August, 2021.

    • Decision no 99 on 19 June, 2018 (Click Here) regarding reduction of import customs duty from 5% to 0% for fatty alcohols classified under HS 3823700000. This rate will effective from period from 2 September, 2018 to 31 August, 2021.

    • Decision no 101 on 19 June, 2018 (Click Here) establishes combination preparation consisting of an extract from a mixture of plant raw materials with the addition of auxiliary substances used as a biologically active food additive as a source of tannic substances and curcumin is classified in heading HS 2106.

  22. The US New York State Department of Environmental Conservation (DEC) has launched a new initiative to require the public disclosure of chemical ingredients in household cleaning products dated 6 June, 2018 (Click Here). The statute and regulations authorize the Commissioner of the Department of Environmental Conservation to require manufacturers of domestic and commercial cleaning products distributed, sold, or offered for sale in New York State to furnish information regarding such products in a form prescribed by the Commissioner.

  23. The US Department of Agriculture’’s Market Service Bureau issued document No. 2018-12538 (Click Here) to revise the requirements for inspection and certification standards for fruits, vegetables and their products as well as processed products and certain other processed foods. Related content, new to allow electronic submission of inspection applications. The new requirements will take effect on 13 June, 2018.
