Dear Madam/Sir,
  1. As per Notification 11/2015-2020 dated 12 June, 2018 (Click Here) issued by the DGFT port restriction is not applicable on import of Natural Rubber of all varieties/forms covered under EXIM Code 4001, under Advance Authorisation is removed.

  2. As per Notification 10/2015-2020 dated 7 June, 2018 (Click Here) issued by the DGFT sale in Domestic Tariff Area (DTA) in respect of services classified under chapter heading 9988 [Manufacturing services on physical inputs (goods) owned by others] and 9989 (Other manufacturing services; publishing, printing and reproduction services; materials recovery services) under GST, but covered in LOP/definition of “manufacture” as per para 9.31 of FTP as manufacturing goods, will be governed under provisions of para 6.8(a) of FTP 2015-2020.   At the time of DTA clearance, applicable GST and compensation cess as per GST classification shall be applicable.

  3. As per Public Notice 13/2015-2020 dated 12 June, 2018 (Click Here) issued by the DGFT Indian Mackerel (species Rastrelliger Kanagurta) exported under any HS Code in Chapter 03 of the ITC HS 2012/2017 is eligible for MEIS incentive at the rate of 5% (for exports during the period 01.04.2015 to 31.10.2017) and 7% (for exports during the period 01.11.2017 to 30.06.2018).

  4. As per Trade Notice 16/2018 dated 7 June, 2018 (Click Here) issued by the DGFT it is clarified that other items, which are not parts of bicycle, are not eligible for Focus Product Scheme (FPS) benefit under FTP 2009-14. It was also clarified that cases where RA has issued scrips against the export of parts other than those used in bicycle under ITC(HS) 8481 is liable to be reviewed and corrective measures to be taken to recover such claims granted by oversight.

  5. The DGFT has issued Trade Notice 17/2018 dated 7 June, 2018 (Click Here) regarding the Export Obligation Discharge certificate (EODC) Camp in Regional Authority (RAs) during 11 June, 2018 to 22 June, 2018. The RAs [Mumbai, Chennai, CLA (New Delhi), Bangalore, Hyderabad, Ahmedabad, Vadodara, Pune & Surat] would organize EODC camp to facilitate expeditious disposal of EODC applications for Advance and Export Promotion Capital Goods (EPCG) authorisations.

  6. Central Board of Indirect Taxes and Customs (CBIC) has issued following:

    • Circular No.15/2018-Customs dated 6 June, 2018 (Click Here) whereby it is informed that although the cases having SB005 error have now reduced, however, some exporters nevertheless, continue to make errors in filing invoice details in the shipping bill and the GST returns. Therefore, keeping in view the difficulties faced by the exporters in respect of SB005 errors, CBIC has decided to extend the facility of officer interface to Shipping bills filed up to 30.04.2018. However, the exporters are advised to align their export invoices submitted to Customs and GST authorities for smooth processing of refund claims. Apart from SB005 errors, IGST refunds are also stuck on account of SB003 error on the customs side. This error occurs when there is a mismatch between GSTIN entity mentioned in the Shipping bill and the one filing GSTR-1/GSTR-3B.

    • Circular No 18/2018-Customs dated 13 June, 2018 (Click Here) regarding procedure for e-commerce exports through Post and clarification regarding personal imports (amendment to Circular 14/2018 dated 4 June, 2018).

    • Notification No. 51/2018- Customs (N.T.) dated 8 June, 2018 (Click Here) by making amendments in the Notification No. 61/94(NT)- Customs dated 21 November, 1994 notified Surat airport for Baggage clearance.

  7. Ministry of Information and Communications (MIC), Vietnam recently published Circular 04-2018/TT-BTTTT (Click Here) to replace existing Circular 42-2016/TT-BTTTT - Regulations on list of products subjected to MIC Certification and Declaration of Conformity. The circular shall take effect from 1 July, 2018 and has some major changes to in comparison to current regulations.

  8. Ministry of Public Health, Thailand published an amendment to its food additive regulations dated 6 June, 2018 (Click Here).

  9. Ministry of the Environment and Food, Denmark published Guidance on labeling of food on 14 June, 2018 (Click Here).

  10. The Government of Mexico published Mexican official Standard NOM-206-SCFI / SSA2-2018 dated 1 June, 2018 (Click Here), Safety helmets for the prevention and immediate attention of head injuries of motorcyclists - Safety specifications, test methods and labeling.

  11. The Uruguay URSEA (Regulatory Unit of Energy and Water Services) issued the Resolution 153/018 (Click Here) to update the criteria established in the Resolution 282/014 for the sanctions in the event of non-compliance in energy efficiency labeling material (Click Here). The fines are classified according to the products under mandatory energy efficiency labelling: Compact Fluorescent Lamps (CFL), Tank Water Heaters, Refrigeration Appliances and Air Conditioners and Heat Pumps.

  16. Eurasian Council for Economic published decision no 94 on 8 June, 2018 (Click Here) reducing duties of gunpowder, fireworks, certain types of mattress bases. The rates are reduced by 1-2%. New rates of duties will come into force on 1 September, 2018.

European Union published Commission Delegated Regulation (EU) 2018/828 dated 6 June, 2018 (Click Here) amending Delegated Regulation (EU) 2015/68 as regards requirements relating to Anti-Lock Braking Systems, high pressure energy storage devices and hydraulic connections of the single-line type.

  18. The U.S. Department of Energy (DOE) is publishing this final rule to amend the compliance date for energy conservation standards for ceiling fan light kits (CFLKs) (Click Here). The energy conservation standards for CFLKs were issued by DOE on 6 January, 2016, and compliance with the standards was required on 7 January, 2019. The “Ceiling Fan Energy Conservation Harmonization Act,” subsequently deemed the compliance date for DOE’’s CFLKs standards to be 21 January, 2020, and required DOE to amend its regulation to reflect this requirement. DOE is also updating a cross-reference in the regulations that was mistakenly not updated when the ceiling fan energy conservation standards were codified.
