Dear Madam/Sir,
  1. As per Public Notice 01/2015-2020 dated 26 April, 2018 (Click Here) (one time condonation under the EPCG Scheme – extension till  30.9.2018) issued by the DGFT extension of time period for receipt of requests under EPCG Scheme has been extended till 30 September, 2018 in respect of the following Public Notices:

  2. As per Public Notice 02/2015-2020 dated 1 May, 2018 (Click Here) issued by the DGFT some MEIS entries classifiable under the Handicrafts sector are included for enhanced benefit under the Merchandise Exports from India Scheme, for the exports made in the period 01.11.2017 to 30.06.2018.

  3. The Office of the United States Trade Representative (USTR) has announced that it is reviewing the eligibility of India and some other countries in the GSP based on concerns about compliance with the program (Click Here). For India, GSP country eligibility review is based on concerns related to its compliance with GSP market access criteria. In this regard, USTR has launched a self-initiated GSP eligibility review of India based on concerns related to its compliance with market access criterion and is also accepting two petitions related to same criterion. The petitions are filed by US dairy industry and US medical device industry requested a review of India’s GSP benefits, given the trade barriers affecting US exports.

  4. The Office of the Commissioner of Customs (Import-I), Mumbai Customs has issued Public Notice No.69/2018 dated 26 April, 2018 (Click Here) inviting attention of all Members of Trade and Custom House Brokers to CBEC Circular No. 26/2013 dated 19.07.2013 (Click Here) regarding compliance of Standard Unit Quantity (UQC).

  5. The Textile commissioner of India has issued Circular No. 2/ 2018-19 dated 26 April, 2018 (Click Here) under Amended Technology Up gradation Fund Scheme (A- TUFS) that all the applications for extending the timeline for JIT upto 2 years will be submitted only by using i-ATUFS software so that the same can be processed with First in First out (FIFO) feature, as it will ensure transparency in processing these applications. Further, it is informed that for extension of JIT request beyond one year, documentary proof of the order placed for machinery has to be provided. The link for the same is available at http://itufstxcindia.gov.in/Atufs/AtufsUIDJITextensionListing.aspx. This circular will come in to effect from 11.05.2018.

  6. The Ministry of Road Transport and Highways of India published notification dated 18 April, 2018 (Click Here) through which it provides all public service vehicles an exemption to comply with rule 125H regarding the need of all such vehicles to be equipped with or fitted with vehicle location tracking device and one or more emergency buttons upto the 1 April, 2019.

  7. The Office of the Chief Controller of Imports & Exports, Bangladesh published List of required documents for Industrial Import Registration Certificate (Industrial-IRC) dated 17 April, 2018 (Click Here).

  8. The Ministry of Industry and Trade (MOIT), Vietnam published Circular 07/2018 / TT-BCT dated 26 April, 2018 (Click Here) to amend Circular No. 21/2017 / TT-BCT dated 23 October, 2017 of the Ministry of Industry and Trade promulgating the national technical regulation on limits on formaldehyde content and aromatic amines converted from azo dyes in textile products.

  9. The Energy Commission of Malaysia published an update for Minimum Energy Performance Standard (MEPS) Requirement (Click Here) for washing machines, air conditioners, and refrigerators. It is informed that the date of execution for the fulfillment of the minimum energy performance standards for the refrigerator, air conditioner and washing machine for the Certificate of Approval (CoA) application will be effective as of the following date.

    • Air Conditioner: 1 June, 2018

    • Refrigerator: 1 June, 2018

    • Washing Machine: 1 September, 2018

    • All of the manufacturing, importing, selling and displaying electrical equipment activities shall be accompanied by a copy of MEPS test report which complies with the MEPS requirements in the Guide.

  10. The Lao’’s Ministry of Science and Technology published Regulation No. 0307/KW dated 27 April, 2018 (Click Here) on the management, inspection and verification of the quality of building materials products in Lao PDR to manage, inspect and certify the quality of construction materials produced, processed, imported, exported and sold in Lao PDR.

  11. European Union published Commission Regulation (EU) 2018/605 on 20 April, 2018 (Click Here) setting out scientific criteria for the determination of endocrine disrupting properties. The criteria for plant protection products enter into force on 10 May, 2018. They will apply from 10 November, 2018 to all new and ongoing applications for plant protection products.

  12. Argentina’’s National Agri-Food Quality and Health Service (Servicio Nacional de Sanidad y Calidad Agroalimentaria) published on 2 May, 2018 an updated list of MRLs (Click Here) effective May, 2018. This updated list adds MRLs for several active ingredients.

    • Decision no 61 on 24 April, 2018 (Click Here) regarding list of goods in respect of which the permissive order of import / export. According to the changes, the words "of 9306301000" were replaced by the words "of 360300900 9 ".This Decision takes effect after 30 calendar days from the date of its official publication.

    • Decision No 66 on 24 April, 2018 (Click Here) prescribes rules for issuing testing certificate pertaining to chains, steel ropes, textile ropes and tapes used in the construction sector. The decision comes into force after 60 calendar days from the date of its official publication.

    • Decision No 62 on 24 April, 2018 (Click Here) regarding uniform procedures for the countries of the Union to provide such information when moving goods by road, rail and water transport. The decision comes into force on 1 October, 2018.

    • Decision No 60 on 24 April, 2018 (Click Here) regarding rates of import duties on separate components for the production of watches are reduced. In particular, a base rate of 0% for a one-year period will be set on the base metal cases for wrist watches and dials. On the case of other materials, parts of the hulls and other parts of the watch of all types, the 0% duty rate will be applied for two years. With regard to straps, bands and bracelets from base metal and other materials and parts thereof for wristwatches, springs, platinum and bridges, stones for hours, the duty rate will be reduced to 5% for a period of two years. The decision comes into force after 30 calendar days from the date of its official publication.

    • Decision No 63 on 24 April, 2018 (Click Here) regarding the preparations that contain bromhexine hydrochloride or ambroxol hydrochloride as an active ingredient are classified in subheading 300490000. In the same subheading, preparations containing a mixture of herbal extracts or a mixture of crushed medicinal plant parts, but not containing alkaloids or their derivatives, are classified. The decision comes into force after 30 calendar days from the date of its official publication.

  15. Department of Health, Hong Kong published updated version of Dangerous Drugs Ordinance on 30 April, 2018 (Click Here)

  16. Department of Agriculture of Hong Kong published updated version of Protection of Endangered Species of Animals and Plants (Exemption for Appendices II and III Species) Order on 1 May, 2018 (Click Here).

  17. The National Oceanic and Atmospheric Administration (NOAA) of USA announced on 24 April, 2018 (Click Here) that they have taken action to include shrimp and abalone in the Seafood Import Monitoring Program (SIMP) by 31 December, 2018.
