Republic of Korea - Proposed amendments to the "Enforcement Rule of the Cosmetic Act" Ministry of Food and Drug Safetyhas issued notification proposing following amendments to the Enforcement Rule of the Cosmetic Act · Those who are in charge of secondary package or perform labelling of cosmetics are excluded from obligatory registration of cosmetics manufacturer. · Medical certificate which proving that the applicant is not a mentally ill person or an addict to drug or other harmful substances is excluded from the list of required document for registration of cosmetics manufacturer-seller. · Eligibility requirements of cosmetics manufacturer-sales manager is expanded to those who obtained more than the bachelor's degree in natural science or engineering. · Manufacturer-sales manager or employees in charge of quality control can be a proxy for cosmetics manufacturer or manufacturer sellers in required cosmetics job training. · Manufacturer-sales manager is exempted from the required cosmetics job training. · Cosmetics in small packages (less than 10ml / 10g) and sample cosmetics are required to label "use by" date and manufacturing number. · Common cosmetic labelling guide is amended so that it is applicable to the most of cosmetic products. · The amended requirement for labelling manufacture number will make it easier for manufacturer-sales manager to understand. · Application charge is exempted for changing manufacturer-sales manager and its processing time is shorten from 15 days to 7 days.
