PUB (Public Utilities Board) has issued draft notification amending Public Utilities (Water Supply) (Amendment) Regulations 2016 to introduce Minimum Water Efficiency Standards for Taps & Mixers. From 31 March 2017, all taps and mixers to be supplied or for sale for potable water use in Singapore must be of at least 1-tick water efficiency rating. 1.       Every flushing cistern or flush valve shall be of such a design as to use not more than the amount of water specified in paragraph 18 (1), (2) or (5) of the First Schedule, as the case may be.

2.       Every clothes washing machine intended for household use shall be of such a design as to use not more than 12 litres of water per kilogram of wash load for the washing programme recommended by the manufacturer for a normally soiled load at the rated capacity of the washing machine.

2.       Every clothes washing machine intended for household use shall be of such a design as to use not more than 12 litres of water per kilogram of wash load for the washing programme recommended by the manufacturer for a normally soiled load at the rated capacity of the washing machine.

3.       Every shower tap and mixer must have a flow rate of not more than 9 litres per minute.

4.       Every basin tap and mixer must have a flow rate of not more than 6 litres per minute.

5.       Every sink tap and mixer or bib tap and mixer must have a flow rate of not more than 8 litres per minute.

Proposed draft Clauses 3, 4 and 5:

To effect the minimum water efficiency standards for sale and supply of shower/basin/sink/bib taps and mixers in potable water service installations in Singapore to promote water conservation.

Singapore's Mandatory Water Efficiency Labelling Scheme (MWELS) for shower/basin/sink taps and mixers was introduced in 2009. Under the Scheme, all shower/basin/sink taps and mixers must be registered and labelled to provide information on their water efficiency level before they can be sold or supplied in Singapore. A rating system of 0/1/2/3 ticks is used to reflect the water efficiency level of such shower/basin/sink taps and mixers.

PUB regularly reviews the water efficiency standard of water fittings and appliances. Since the introduction of mandatory water efficiency labelling for taps and mixers in 2009, the market has shifted towards more water efficient products. To improve water efficiency, PUB intends to introduce minimum water efficiency standards for taps/mixers from 31 March 2017, i.e. only taps/mixers with at least a 1-tick rating are allowed to be sold/supplied.

Proposed date of adoption: Notice will be published prior to the date of entry into force.

Proposed date of entry into force: 31 March 2017

Final date for comments: 60 days from the date of notification
