Singapore - Proposing fuel quality parameters for petrol and diesel to be legislated through their inclusion in the Environmental Protection and Management Act (EPMA):

National Environment Agency has issued a set of new subsidiary legislations will be gazetted under the Environmental Protection and Management Act (EPMA). The document will be available online at http://statutes.agc.gov.sg/

NEA is proposing for the following fuel quality parameters for petrol and diesel, to be legislated through their inclusion in the Environmental Protection and Management Act (EPMA). Singapore’s requirements are referenced from the EU Directive 2009/30/EC, Australia’s Fuel Quality Standards Act 2000 and the USEPA's fuel quality regulations.

The pool average is defined as the weighted average (by sales volume) across all grades of petrol sold within a 6 months’ period (i.e. Jan – Jun and Jul – Dec) and computed as follows. This is based on the USEPA’s formula, as applied for the case of sulphur. 

Sa = The refinery or importer annual average sulphur level, or corporate pool average level, as applicable.

Vi = The volume of gasoline produced or imported in batch i.

Si = The sulphur content of batch i.

n = The number of batches of petrol produced or imported during the averaging period.

i = Individual batch of petrol produced or imported during the averaging period.

The cap limit is defined as the maximum content of the defined parameter in any sample of petrol sold in Singapore, which cannot be exceeded at any point of time.
