Israel – Amendment in Telecommunication Order:

Ministry of Economy has proposed amendment to the Telecommunication Order (Bezeq and broadcasting) (Exemption from type certification and from trade licensing), 5772-2012

This draft amendment declares a change in policy relating to trade licensing and importation of cellular equipment that employs the cellular method (ME) such as cellular phones, modems, routers and cellular tablets. The major changes in this amendment include:

· Extends the exemption to include used equipment;

· Fully exempts Israeli traders and shop owners from trade certification;

· Reduces the certification obligation for ME commercial traders;

· Requires quarterly reports from ME importers;

· Provides the Commissioner (a senior official of the Ministry of Communications Spectrum Management Division, appointed by the Minister) with authority to act in cases of the discovery of dangerous cellular telecommunication terminal equipment that does not comply with the exemption conditions;

· Determines the authority of the Commissioner to cancel or stipulate the exemption given to importers under specific conditions as detailed in the order, including noncompliance with the order;

Adds revisions relating to the operation of "Personal Message" (emergency warning of the Home Front Command) and the new cellular technology frequency launching (4th generation) and future cellular technologies.
