Paraguay - Sugar uses for Human Consumption:

Paraguay has issued a draft Technical Regulation that establishes the requirements to be met by sugar for human consumption which is produced and marketed in the Republic of Paraguay, including sugar sold directly to the final consumer and sugar used as an ingredient in the food industry.  Proposed year of adoption of this regulation is 2016, and it came into force from 180 days from the date of adoption.
