Agricultural and Livestock Service (SAG) Modifies Resolution No. 6.315 of 2013 that establishes phytosanitary import requirements for plants, stakes and cherry twigs (Prunus avium) from Canada as an emergency measure against the plague Xylella fastidiosa

Resolution No. 6.315 of 2013 is modified, adding in resolution 2, in section 2.2., For the species Cerezo (Prunun avium), plants, stakes and twigs, a new bullet in the additional declaration:

"The plant material comes from mother plants that were inspected and analyzed by (specify diagnostic technique) at the optimum time for the detection of the pest, and found free of Xylella fastidiosa."

Nature of the urgent problem (s) and justification of the emergency measure:

1. It was necessary to update the hosts and means of entry of this quarantine pest, due to the emergency generated in the European Union before the detection of Xylella fastidiosa.

2. That the update of the Pest Risk Analysis (PRA) for Xylella fastidiosa determined that this pest has a large number of hosts and that it has a high potential for introduction and dispersion through plant propagation material, including underground structures, which can produce a high economic impact for Chile.

3. That available studies have shown that there is still uncertainty regarding the potential hosts of the bacterium and that its global geographic distribution is uncertain, which makes risk studies difficult, making it necessary to establish provisional emergency measures based on currently available knowledge .

4. That as long as there is a greater scientific background regarding the plague Xylella fastidiosa, its subspecies, vectors, hosts, its means of entry and the options to reduce the risk of introducing this pest, the SAG will be able to update more precise phytosanitary requirements for propagating material of Prunus avium from Canada.

Date of entry into force (day / month / year) / application period (as applicable):November 11, 2017. Exceptions are those shipments that, as of November 11, were traveling to Chile, in which case they must comply with the respective analyzes during the development of the post-entry quarantine.
