Mexico proposed Official Mexican Standard PROY-NOM-006-ASEA-2017, Specifications and technical criteria for industrial safety, operational safety and environmental protection for design, construction, pre-start, operation, maintenance, closure and dismantling of oil and petroleum land storage facilities, except for liquefied petroleum gas

National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector proposed the areas over which the Nation exercises its sovereignty and jurisdiction, is of general and mandatory observance for the Regulated that perform the stages of Design, Construction, Pre-Start, Operation, Maintenance, Closure and Dismantling of terrestrial storage facilities, which must have areas for the reception, storage and delivery of petroleum products (except liquefied petroleum gas) and oil, as well as additives, oxygenating components and biofuels, linked to the process of mixed or preparation of gasolines according to the following cases:

a) Terrestrial storage facilities for petroleum products (except liquefied petroleum gas) that are part of the transfer operation, whose total storage capacity is 50 m3 (314.5 barrels) or greater and this is carried out in underground tanks and / or surface of the horizontal and / or vertical type;

b) The oil storage ground facilities that are part of the transfer operation, whose total storage capacity is 480 m3 (3019 barrels) or more and this is carried out in vertical and horizontal surface tanks, underground tanks and tanks surface confined double containment;

c) The Additives, Oxygenating Components and Biofuels stored within the petroleum (except Liquefied Petroleum Gas) and Petroleum land storage facility, linked to the process of mixing or preparation of gasolines, described in Appendix B Norm;

d) The criteria for the integration of the Vapor Recovery System (SRV), in phase 0, described in Appendix A Normative, and

e) Reception and Delivery areas within the ground storage facilities of Petroliferous (except Liquefied Petroleum Gas), Petroleum, Additives, Oxygenating Components and Biofuels, linked to the process of mixing or preparation of gasolines, in the following modes of operation :

1) Point within the terrestrial storage facilities for connectivity with a pipeline transport system or a terrestrial installation that receives or delivers by ship-tanker;

2) Discharge of Auto-tank - storage tank;

3) Tank-Tank unloading - storage tank;

4) Auto-tank loading from a storage tank;

5) Truck-tank loading from a storage tank, and

6) Transfer from tank to tank.
