Mexico - Mexican Emergency Standard applies on Design, Construction, Pre-Startup, Operation and Maintenance of land facilities for the Storage, Reception and Delivery of Petroleum , Additives and Biofuels, except for Liquefied Petroleum Gas

National Agency for Industrial Safety and Protection of the Environment of the Hydrocarbons Sector has notified Mexican Emergency Standard applies throughout the national territory and is mandatory for all Regulators responsible for the Design, Construction, Pre-Startup, Operation and Maintenance of land facilities for the Storage, Reception and Delivery of Petroleum , Additives and Biofuels, except for Liquefied Petroleum Gas.

This Official Mexican Emergency Standard applies to :

• Oil storage facilities that are part of the distribution activity, with a total storage capacity of 50m3 (314.5 barrels) or higher and this is carried out in underground and / or surface tanks of the horizontal and / or vertical type;

• The Storage of Additives and Biofuels used for the processes of mixing and preparation of gasolines and / or diesel;

• Design, Construction, Pre-Startup, Operation and Maintenance of the Vapor Recovery System (SRV). When in any of the cases provided for in Appendix I of this Official Mexican Emergency Standard, and

• Reception and Delivery systems within the Oil, Additives and Biofuel Storage facilities, in the following operating modes:

• Point within the Storage facility for connectivity to a pipeline system or a land facility receiving or delivering via Tanker;

• Loading of Auto Tank from Storage Tank;

• Tank Tank Charge from Storage Tank;

• Self-storage tank unloading;

• Discharge of Tank-Tank, and

• Transfer from tank to tank.

This Official Mexican Emergency Rule is not applicable in the following cases :

• Integrated storage within the process units, whose capacity will be limited to that necessary for the continuity of the process;

• Storage of chemical substances that are not within those indicated in this Official Mexican Emergency Standard;

• Storage of Petrolifiers in Diesel and Gasoline Storage Service Stations. Storage of Petroleum in Service Stations of Storage for auto consumption and sale of Diesel and Gasolines, and

• Injection-mixing of Additives and Biofuels in pipeline, in Auto Tank and Tank Tank.
