Japan - Amendment to the Enforcement Order of Industrial Safety and Health Act and related ordinances about Asphalt and other 9 substances In order to prevent health impairment of workers caused by Asphalt and other 9 substances * and preparations containing them (hereinafter referred to as the “10 substances” ), the ministry of Health, Labor and Welfare (MHLW) of Japan will amend the Enforcement Order of Industrial Safety and Health Act (hereinafter referred to as the “Act” ) and related ordinances and place following obligations on the business operators. (1) Business operators are obligated to label designated matters on a container or a package to put into the 10 substances and to deliver a document designated matters about these substances when the substances are transferred or provided under the provision of the paragraph (1) of the Article 57 and the paragraph (1) of Article 57-2 of the Act. (2) Business operators are obligated to investigate the danger and toxicity of the 10 substances under the provision of the paragraph (1) of the Article 57-3 of the Act. * Asphalt, 1-Chloro-2-propanol, 2-Chloro-1-propanol, S-tert-butylthiomethyl O,O-diethylphosphorodithioate, Phenyl isocyanate, 2,3-Butanedione, Boric acid, Portlamd cement, 2-methoxy-2-methylbutane, Carbonyl sulphide Products covered Asphalt (HS 2706), 1‑Chloro-2-propanol (HS 2922), 2-Chloro-1-propanol (HS 2922), S-tert-butylthiomethyl O,Odiethylphosphorodithioate (HS 2930), Phenyl isocyanate (HS 2929), 2,3-Butanedione (HS2914), Boric acid (HS 2810), Portlamd cement (HS 2523), 2-methoxy-2-methylbutane (HS2909), Carbonyl sulphide (HS 2830) and preparations containing them (hereinafter referred to as the "10 substances"). (HS: 2523, 2706, 2810, 2830, 2909, 2914, 2922, 2929, 2930).
