Chile has modified phytosanitary requirements for the importation of seeds of horticultural, chacras, aromatic and medicinal species

Agricultural and Livestock Service  Resolution which establishes phytosanitary entry requirements for Tomato seeds (Solanum lycopersicum = Lycopersicum esculentum) and Paprika and Chili pepper (Capsicum annuum), is amended as follows:

The additional declarations for paprika and chilli pepper:

1.1 The shipment has been treated for the control of Colletotrichum acutatum and Colletotrichum capsici, specify the treatment in corresponding section of the Phytosanitary Certificate, or,             

1.2 The shipment comes from a seedbed inspected during the period of active growth and found free of Colletotrichum acutatum and Colletotrichum capsici.             

2.1 The shipment comes from a seedbed that was inspected and analyzed by (indicate diagnostic technique) during the period of active growth and found free of Tomato brown rugose fruit virus (ToBRFV), or,             

2.2 The shipment is free of Tomato brown rugose fruit virus (ToBRFV), according to the result of the official laboratory analysis, indicating the diagnostic technique used.             

The additional declarations for Tomato Seeds:             

1.1 The shipment comes from a seedbed that was inspected and analyzed by (indicate diagnostic technique) during the period of active growth and found free of Potato spindle tuber viroid (PSTVd) and Tomato brown rugose fruit virus (ToBRFV), or,             

1.2 The shipment is free of Potato spindle tuber viroid (PSTVd) and Tomato brown rugose fruit virus (ToBRFV), according to the result of the official laboratory analysis, indicating the diagnostic technique used.             

Shipments that are traveling to Chile and have a certification dated prior to the notification in WTO of the publication of the standard, may be analyzed in the Official Laboratory of the SAG, analysis that will be carried out in seedling condition, at the cost of the importer.  

The measure is urgent, due to:

  • Tomato brown rugose fruit virus (ToBRFV), was first reported in Jordan in 2015 after which it has rapidly dispersed to other countries of the world, with seeds being one of the main routes of transmission over long distances through external contamination.
  • The SAG carried out the Pest Risk Analysis (PRA) for (ToBRFV), determining that it is a quarantine pest for Chile and that among its potential routes of introduction of the pest, there are the seeds of Tomato ( Solanum lycopersicum = Lycopersicum esculentum ) and Paprika and Chili pepper ( Capsicum annum ).
  • The current SAG regulations that regulate the entry of tomato, chili and paprika seeds, do not consider risk mitigation for ToBRFV, so it is necessary to modify Resolution that establishes phytosanitary requirements for entry for seeds of horticultural species, chacras, aromatic and medicinal from any origin.
